Job Description

We are looking for a collaborative superstar to drive our spectrum management and regulatory affairs efforts across our global offices. As Spectrum Manager, you will be a critical part of making this happen. You will have the opportunity to work alongside an all-star team of engineers who design and build our technology and our world-class sales team who deliver Spire products to government and commercial customers around the world. You will have to understand the entire business, from radio occultation to reseller rights. But most importantly, you’ll have the chance to build a wealth of expertise in an industry that is heading up and to the right.
 
 
 
Responsibilities of your role: 
 
Perform required technical and interference analysis and develop tools to support international and domestic regulatory meetings, coordination and licensing effort
Interpret technical documentation defining methodologies for interference analysis and frequency sharing
Partner with engineering and other business units to develop, manage and implement licensing and coordination plans for the company’s existing service businesses and future roadmap
Monitor ITU & FCC filings for any systems that may cause interference concerns to Spire’s satellite network
Understand, maintain and further develop Spire’s comprehensive spectrum management program to enable Spire’s current and future business requirements
Identify new candidate spectrum bands to meet Spire’s business needs, lead analysis of spectrum rights, define strategies to solidify those rights, and determine what is reasonable for the company to invest in
Draft and review of all applications related to FCC, state and global licenses.
Participate, prepare and defend Spire’s positions in ITU Study group and meetings in preparation for World Radiocommunication Conferences
Support the company’s position and comments on rulemakings that primarily relate to licensing, such as Part 25 and participate in other relevant proceedings.
Represent the company before FCC and relevant government officials to promote Spire’s position with regard to its spectrum utilization and needs.
Collaborate with internal stakeholders to understand the need for licenses globally and coordination requirements.
Develop and maintain relationships with regulators and representatives of other Administrations and Nations in the development of satellite coordination agreements and acquisition of the associated spectrum rights.
Monitor and ensure compliance with frequency coordination and regulatory requirements of Spire’s constellation  and work with business teams to implement compliance processes.
 
 
Basic Qualifications: 
 
Master’'s degree in Electrical Engineering or related discipline (telecommunications)
5+ years of relevant experience in satellite communications and/or spectrum management
Experience in performing satellite communication system analysis and technical sharing studies with Visualyse, MATLAB/Python, or tools (i.e STK)
Experience in the application of  ITU Radio Regulations, ITU study groups, related satellite filing processes, & FCC filings and proceedings 
Strong technical, organizational, interpersonal and communication skills
 
 
Preferred Qualifications:
 
Internationally recognized engineering qualification in electronics, radio frequency, or equivalent
5-7 years’ experience in frequency coordination and spectrum management
Detailed knowledge of Federal Communication Commission rules, other National Regulations, ITU radio regulations, and ITU World RadioCommunication Conference and Study Group processes
Strong relationships and credibility with government officials and relevant third parties in the United States and globally
Awareness of technical characteristics and regulatory constraints of VHF-band, UHF-band, S-band, X-band and other frequency bands
Excellent communication skills, which shall include preparing written reports and operations procedures
International and domestic travel required
